Sedici anni dopo l\u2019invasione americana dell\u2019Afghanistan, due bambine su tre non possono frequentare la scuola a causa della crescente condizione di insicurezza e della povert\u00e0. Complessivamente sarebbero circa 3,5 milioni i bambini che non possono frequentare la scuola (ma il dato potrebbe essere ancora pi\u00f9 elevato a causa della mancanza di dati attendibili da parte delle autorit\u00e0 afghane), di questi, l\u201985% sono femmine. La denuncia \u00e8 contenuta in un report di Human Rights Watch<\/a><\/strong>.
\n\u201cIl governo afghano e i donatori internazionali avevano fatto promesse coraggiose nel 2001, per garantire istruzione a tutte le ragazze. Ma l\u2019insicurezza, la povert\u00e0 e gli sfollamenti ora stanno portanto sempre pi\u00f9 bambine e ragazze fuori dalla scuola<\/strong>\u201d, ha denunciato Liesl Gerntholtz, referente per i diritti delle donne di Human Rights Watch, associazione che ha curato la ricerca.
\nRispetto all\u2019oppressivo regime dei Talebani (1996-2001) sono stati fatti importanti passi avanti: milioni di bambine e ragazze hanno potuto frequentare la scuola in questi anni. Ma recentemente la frequenza scolastica delle bambine ha iniziato a calare: solo il 37% delle adolescenti afghane \u00e8 in grado di leggere e scrivere. Per la componente maschile, la percentuale \u00e8 al 66%.<\/p>\n

Insicurezza e povert\u00e0 scoraggiano la frequenza scolastica<\/h2>\n

L\u2019insicurezza, il conflitto strisciante che vede contrapposti in molte regioni i talebani e l\u2019esercito regolare e la povert\u00e0 sono le principali motivazioni che spingono bambine e ragazze ad abbandonare gli studi. Tuttavia, anche da parte del Governo -probabilmente- non \u00e8 stato fatto tutto il necessario<\/strong> per incentivarne la frequenza scolastica: gli istituti femminili sono meno diffusi rispetto a quelli maschili. Inoltre nella met\u00e0 delle province prese in analisi, solo il 20% degli insegnanti sono donne<\/strong>. Questo fatto rappresenta una barriera insormontabile: le famiglie di molte studentesse non accetterebbero mai un insegnante maschio per le proprie figlie femmine, soprattutto durante l\u2019adolescenza.
\nBisogna poi fare i conti con la mancanza di infrastrutture: le scuole femminili sono poche e per raggiungerle le bambine devono viaggiare per ore (con elevati rischi per la propria sicurezza). Inoltre il 41% degli istituti non ha muri, acqua corrente o bagni. Oggi i Talebani e altri gruppi ribelli (tra cui l\u2019Isis) controllano o contendono al governo centrale il 40% dei distretti. Questa situazione di perenne insicurezza ha spinto migliaia di famiglie a lasciare le proprie case (circa un milione di afghani sono sfollati interni). L\u00e0 dove sono i Talebani a comandare per le ragazze \u00e8 ancora pi\u00f9 difficile frequentare la scuola<\/strong>, mentre dove ancora si combatte chi si reca ogni giorno in classe per studiare lo fa a prezzo di gravi rischi. \u201cMilizie e gang criminali hanno proliferato \u2013denuncia HRW- e le ragazze affrontano minacce come sturpi, rapimenti e attacchi con acido, nonch\u00e9 attacchi mirati e minacce contro l\u2019educazione delle ragazze. In questo contesto, l’istruzione \u00e8 sempre pi\u00f9 colpita e le ragazze subiscono danni sproporzionati\u201d.<\/p>\n","protected":false},"excerpt":{"rendered":"
